Application for Casefile 09-054-D(C), a request for development approval of a medical office building.  This 1.12 acre site is located on the SW corner of Laidlaw and Bethany Blvd.  Public notice for this type II application is forthcoming.

Notice of Decision and Staff Report for Casefile 08-414-D(C)/HRV/HRV, a request for development approval for a 10,000-square foot 3-story medical office building.  This .43 acre site is located on the south side of Cornell Road across Cornell Road from the entrance to the Oak Hills neighborhood.  Application was approved with conditions on 3/4/09. No letters of comment from neighbors were received on this application.

Notice of Administrative Review for Casefile DR 6-09, Kaiser Permanente Westside Medical Center-Grading, a request for grading and site improvements for a 14.90-acre site located at the Kaiser Permanente Westside Medical Center complex south of Evergreen Road.  Written comments were accepted until 5pm on Monday, March 30.

Upcoming public meetings

Scoping meeting for the transfer of ownership of Scoggins Dam, Henry Hagg Lake, Patton Valley and Spring Hill pumping plants and other facilities from the US Bureau of Reclamation to Washington County.  Meeting has been scheduled so individuals and organizations may present their ideas, views and comments on the proposal and the impacts to be considered.  Meeting will be held at the Hillsboro Civic Center, 159 East Main Street, Room 113B on Thursday, February 12, 2009 from 5:30-7:30pm.

Open House on Airport Deicing Draft Environmental Assessment.  Open house has been scheduled for Thursday, February 5, 2009 from 4-7pm with a brief presentation at 6pm at 7720 NE Air Cargo, Road, Portland, OR

Notice of Decision and Staff Report for Casefile 08-418-HR, a request for home occupation permit renewal for a student tutoring business, Oregon Academy.  Site is located on the north side of NW West Union Road between Bethany Blvd and 147th Place.  Application was approved with conditions.

Application for Casefile 09-027-S/DR, Bethany Ridge, a 7-lot subdivision.  This 1.45-acre site is zoned R-6 and is located on east side of Kaiser Road, between Laidlaw Road and Kaiser Ridge.  Public notice is forthcoming.

Notice of Decision of The Hearings Officer for Casefile 08-296-D(R)Appeal, an appeal of Conditions of Approval for 144 units, Veridian Ridge Apartments, in a transit oriented district.  CPO 7 appealed the omission of a requirement for the developer to construct an on-site transportation plan identified off-street trail.  Our appeal was denied.

Notice of Decision for Casefile WA-2908, a proposed minor boundary change to annex 3.77 acres of land (23 parcels) scattered throughout THPRD’s planning area to THPRD.  County Board of Commissioners approved the request at a meeting on January 6, 2009.

Notice of Public Hearing for Casefile WA-3108, a request for a minor boundary change for annexation of a 4.93-acre site to THPRD’s boundary.  Site is located at the SW corner of Springville Road and 178th Avenue and is the location of the approved St. Juan Diego Catholic Church.  Public Hearing is scheduled for February 3, 2009 at 10am during the County Board of Commissioner’s meeting.

Notice of Decision and Staff Report for Casefile 08-274-D(R), a request to add 9 units to the existing 105-unit condo development located on the east side of 143rd Avenue between Burton Rd and Cornell.  Site is located in CPO 1.  Application approved with conditions.

Staff Report for Casefile 08-438-PA, a request to change the current land-use designation of Agriculture and Forest District to Exclusive Forest Conservation District.  Site is owned by Stimson Lumber and is  located in CPO 13. Planning Commission hearing is scheduled for February 4, 2009.

  1. Notice of Decision and Staff Report for Casefile 08-344-E, an extension request for Holgrem Subdivision, Casefile 06-049-S.  Site is located on the SW corner of the intersection of NW 119th Avenue and SW Sunningdale Drive, south of Sunset Highway and NW of Meadow Park Middle School. The original application was approved for a 4-lot subdivision on a .74-acre site.  Request for an extension was approved with conditions.
  2. Type III Public Notice for Casefile 08-296-D(R)Appeal, Veridian Ridge Apartments.  The previously scheduled public hearing for this appeal was rescheduled due to weather for Thursday, January 15, 2009 at 9am.  This 8.66-acre site is located on the east side of SW 205 Avenue at its intersection with SW Gracie Street, south of the MAX line and north of Baseline Road.  Currently approved is the construction of a 144 attached dwelling units in six building and a recreation building.  Issues for appeal include identifying responsibility for off-street trail construction and failure of county staff to adequately document Transit Oriented Development Review Committee.
  3. Meeting Notice for Washington County Planning Commission. Work Session scheduled for 1pm on Wednesday, January 7, 2009 and Public Meeting scheduled for Wednesday, January 7 at 1:30pm.  Planning Commission Training is the scheduled agenda topic.

  1. Notice of Development Proposal for Spangler 2-lot partition, Casefile LD2008-0021.  This 2.5-acre site is located at 1895 NW Evergreen Parkway, between Sunset Highway and Cornell on the north side of Evergreen Parkway, in the Tanasbourne area.  Parcel 1 is proposed to be approximately one acre in size and would contain a previously approved, but not yet constructed 20,000 square foot medical/dental office building with parking and landscaping.  Parcel 2 is proposed to be approximately 1.5 acres in size and would contain the existing 10,000 square foot medical building with parking and landscaping.

  1. Type III Public Notice for Casefile 08-296-D(R), Veridian Ridge.  Public Hearing is the result of CPO 7 filed appeal on the decision for approval of 144-unit apartment complex planned for an 8.66 acre site located on the east side of SW 205th at its intersection with SW Gracie Street.  Issue for appeal:  Applicant was not conditioned to construct a transportation identified off-street trail.  Hearing is scheduled for December 18, 2008 at 10am. 
  2. Application and Type II Public Notice for Casefile 08-414-D(C)/HRV/HRV, a 10,000 square foot medical building proposed for 15402 NW Cornell Road.  Site is located between Cornell Road and Sunset Highway, across from the entrance to Oak Hills.  Applicant is requesting a 20% reduction in side yard and front yard setbacks.  Comment period is open from 11/28 through 12/12/08.
  3. Application and Type II Public Notice for renewal of a home occupation permit for a student tutoring business, Oregon Academy.  Site is located at 14655 NW West Union Road.  Comment period is open form 11/19/08 and 12/03/08.
  4. Notice of Decision of Hearings Officer for Casefile O8-342-SU/D, Saint Juan Diego Catholic Parish.  Application approved with conditions.  Applicant requested and was granted permission to remove invasive vegetation prior to commencement of building. Issues raised by neighbors included parking, water run-off, fencing, and need for direct access to the site from Springville Road.

  1. Notice of Public Hearing for Casefile CU 17-08, Kaiser Permanente Westside Medical Center II.  Public Hearing was held on Wednesday, December 3, 2008 by the Hillsboro Planning and Zoning Board.  The board considered a request for Conditional Use approval to allow the hospital component of the Kaiser Permanente Westside Medical Center to be located at the current site of Kaiser Permanente’s sunset Medical Office Building in Hillsboro’s Tanasbourne Town Center area on property zoned C-1, General Commercial and designated C Commercial on the Comprehensive Plan map.  Hospitals are allowed as a conditional use in the C-1 zoning area.
  2. Notice of Public Hearing for Casefile PUD 11-05 (MOD 2), Kaiser Permanente Westside Medical Center II.  Public Hearing will be held on Wednesday, December 10, 2008.  The original PUD was approved in 2005, modified in 2006. Subsequent site plan changes require an additional modification to the previously approved PUD. 
  3. Notice of Administrative Review for Casefile MALP 2-08, Gateway property.  This 23.90-acre site is located west of 185th Avenue, north of the MAX rail line and south of the Capital Center.  The applicant is requesting a three-lot major land partition for a future multi-family residential development.  Written comments were accepted through November 28, 2008.
  4. Request for Development Review Approval for Casefile DR 59-08, Gateway Property.  The location of this 23.90-acre site is described in #3 above.  This site is zoned Station Community Commercial—Multi Modal and is designated Station Community Planning Area.  The applicant is requesting development review approval for construction of a 404-unit multi-family residential development, with open space amenities, public and private streets, parking courts, and associated improvements.  Written comments were accepted through Friday, November 28, 2008.

  3. Notice of Administrative Review for SNRP 3-08, Gateway Property.  Applicant is requesting administrative review for a Significant Natural Resource Permit  in conjunction with a proposed multi-family residential development on a 23.37-acre site. The site is within a Significant Natural Resource Overlay District as listed in the City’s Goal 5 Natural Resource Inventory and includes wetland areas, riparian corridor and upland wildlife habitat. The applicant request approval for 22,000 square feet of permanent encroachment and 20,000 square feet of temporary encroachment.  The site is located on the west side of 185th Avenue between the OHSU Primate Research Center and NW Heritage Parkway.  Written Comments on this application will be accepted through Friday, November 7.

  2. Notice of Public Hearing for Casefile CU-15-08 for Clearwire Monopole Extension—Rock Creek, before the Hillsboro Planning and Zoning Hearings Board at 6:30pm on Wednesday, September 17, 2008. The site is located north of NW Evergreen Parkway, south of Hwy 26 at the western terminus of NW Tanasbourne Drive. Public Hearing was scheduled for July 17, 2008 at 11am. Staff recommended approval with conditions. Hearings officer approved application with conditions on July24, 2008.
  2. Notice of Decision and Staff Report for Casefile 08-140-FP, a request for flood plain alteration to enhance Spyglass Pond. Site is located west of Bethany Blvd and south of West Union Road on an undeveloped section of park land. Application approved with conditions on July 15, 2008.
  3. Casefile 08-234-E, AN Application for Extension of Casefile 06-083, Veridian Meadows aka Lodges at Veridian, an approved application for a 26-building complex of 6 and 8-plex condos. Site is located on the east side of 205th Avenue, south of light rail and north of Baseline Road. The applicant has also filed a new application for a less dense condo project for the same site.
  4. Casefile 08-217-E, AN Application for Extension of Casefile 06-063-S/FP, Creekside Meadows, an approved application for a 10-lot single family subdivision and flood plain alteration. Site is located west of 173rd Avenue, north of Sunset Highway and includes portions of Bronson Creek on its south boundary.
  5. Recommendation and Staff Report, Notice of Hearings Office Decision, Notice of Cancellation of Public Hearing and Revised County Decision resulting from Washington County Circuit Court Decision for Casefile 08-110-S/PD and Casefile 08-034-P/HRV/HRV APPEAL. Original approval for application was appealed. Because 120-day rule violation, applicant filed in circuit court to circumvent the appeal process. Circuit court found for the applicant and a new approval was issued by Washington County.

City of Beaverton

  1. Casefile DR2008-0059, Elmonica School Parking Modifications. BSD is seeking approval to make site access improvements to Elmonica School. The proposal includes dividing the existing north parking lot with a median to separate the bus area, channelizing access points to Lisa Street, widening curb radii, adding pull-through area for parents and removal and replanting of landscape trees, and adding a stormwater detention facility. Written comments were due by July 7, 2008.
  2. Casefile DR 2008-0039, ADJ 2008-0003, Birch Pointe Apartments Parking Modifications. The applicant is seeking approval to construct carports, reconstruct mail kiosk and other minor improvements. The applicant also seeks to reduce minimum side yard set backs to 7 feet with to accommodate carport canopies. Code requires 10-foot minimum side yards with 2-foot impact of eaves allowed.

City of Hillsboro

  1. Notice of Administrative Review for Casefile MLP 6-08, Tanasbourne Central Partition. Applicant is requesting a two-lot partition of a 2.68acre site in MU Mixed Use and RMR Mid Rise Residential on the Comprehensive Plan and zoned MU-C Mixed Use Commercial. The subject site includes two commercial buildings and is located south of Cornell Rd and west of NW 188th Avenue. Comments may be submitted until Thursday, August 7, 2008.
  2. Notice of Public Hearing for Casefile CU 12-08, 53rd Avenue Community Park Phase 2. Public Hearing before the Hillsboro Planning and Zoning Board on Wednesday, August 6 at 6:30pm. At this hearing the board will consider a request to allow construction of phase 2 of a proposed community park.
  3. Request for Street Name Change for Casefile SN, Kalahari Ridge Avenue to NW Kalahari Ridge Avenue. Public Hearing was scheduled for Tuesday, July 1.
    Notice of Public Hearing for Casefile PUD 1-08, Embassy Suites and Hampton Inn & Suites hotels. # A public hearing was scheduled for Wednesday, June 25, 2008 to consider a request for a Planned Unit Development and Minor Land Partition to allow construction of two hotels, each on its own parcel. The site is 4.92 acres and is zoned M-P Industrial Park and is designated IN Industrial on the Hillsboro Comprehensive Plan Map. The request includes a deviation from the maximum height standard to allow one hotel with a maximum height of 80 feet and deviations from front and side yard setback standards. The site is located between Evergreen Parkway and Sunset Highway on NW Tanasbourne Drive.

The application is requesting approval for a two-lot partition of an approximate 5 acre site. Parcel one will be approximately .52 acres in size and would be intended for retail uses. City of Beaverton:

  1. Public Notice for Proposed Ordinance, Casefile TA 2007-0010, Land Division Code Update Remand. The City is proposing an amendment to the Beaverton Development Code to add applications, amend procedures, approval criteria and standards for all land division applications and standards. The proposed text has been remanded by the Beaverton City Council. The hearing is primarily to consider additional text addressing the issue of lot consolidations and replatting of lots and parcels. The Commission will also consider additional text to approve clarity of the proposed amendments and additional definitions to the Development Code.   5. Development Applicantion for Casefile 08-140-FP, a request for a water quality improvement facility/wetland. The site is currently an underdeveloped park owned by THPRD at Spyglass. The project includes Spyglass Pond and is immediately adjacent to the Bronson Creek flood plain. The site is located between Highway 26 and West Union Road and between Bethany Blvd. and NW 174th Avenue.
  6. Development Application for Casefile 08-162-D(INS)/SU, a request for remodel of an existing wing and single story addition to an existing group care facility.
